If you are speaking of strength then see the FDA class ratings for the different compounds. As slang, on the street if you buy cocaine you are asked if you are looking for tough, (crack), or soft (powder).

Hard drugs are usually considered to be in a sophisticated schedule later soft drugs. The schedule is a ranking that the governing body gives drugs within order to prosecute offender for having them. The classes are agenda 1 schedule 2 diary 3 and schedule 4. Schedule 1 drugs are the "hardest" PCP is contained by this list among others. Schedule 2 is only below and cocaine is in this account.
