it will give somebody a lift time to develop breasts, but you will have a foundation if you start building your pecs.

If you haven't grown them all the same be patient. If you want to take home them bigger you'll just enjoy to put on weight.
Unfortunately we dont hold the option of picking what size our breasts will be. Mine are a hiddeous 38E and sometimes they can be bleeding (all natural) to deal next to, not to mention that I cant wear the clothes I want too.
Give it time and they will grow and be the size they are supposed to be as you grow up. Dont try to force them or do anything irrational at 14 because you might seriously regreat it later.
